Manchester City’s long-running financial case has moved into a new phase. On 29 September 2026, the Premier League officially published the core findings of the independent Commission that heard the case, confirming that the club was found guilty of all charges relating to serious financial rule breaches and most of the separate cooperation charges.
That is the big change since our earlier coverage. The story is no longer based on reports of a confidential ruling. The league has now set out what the Commission found. But the case is still not finished: Manchester City disputes the decision, the club has an appeal route available, and no sanction has yet been announced.
Premier League Confirms the Core Findings
For South African readers following how major football news can affect long-term markets, our sports betting guide explains why league position, settlement rules and market timing all matter before you place an outright bet.
The Premier League’s official statement says the Commission found City guilty of serious breaches across the nine seasons from 2009/10 to 2017/18. Three of the four alleged breaches concerning the club’s duty to cooperate with the league investigation were also upheld.
The league has published a redacted Core Decision and says the wider award includes a large number of appendices that it intends to publish when it is permitted to do so. The Premier League also says the Core Decision can be published because the Commission ruled that it is a final award, a position that an Appeal Board confirmed.
The investigation itself began in December 2018. The formal complaint was issued in February 2023, and the Commission later held a 42-day hearing that ended in December 2024. The decision has therefore arrived after years of investigation, evidence and legal argument rather than a quick disciplinary process.
What Manchester City Were Found Guilty Of
The Commission’s findings go well beyond a technical accounting error. According to the Premier League, City used commercial arrangements that the Commission described as sham contracts to misrepresent the true agreements with a number of commercial partners.
The Commission found that those arrangements artificially increased the club’s reported revenue and reduced its reported costs by more than £900 million across the affected period. It also found that City filed misstated accounts and concealed the true state of its finances from auditors and football regulators.
The decision also says City would have been in very substantial breach of both Premier League and UEFA spending limits if the relevant agreements had been reported accurately. On cooperation, the Commission found multiple breaches of the club’s duties of cooperation and utmost good faith during the league’s four-year investigation.
Manchester City Reject the Decision and Plan to Appeal
City have not accepted the Commission’s conclusions. In the club’s official response, Manchester City said it remains innocent of the accusations and believes the decision contains material errors of law, principle and fact.
The club said it will pursue the appeal avenues available to it. Under the Premier League’s published timetable, City has until Friday, 2 October 2026 to exercise its right to appeal the Commission’s findings.
That is important because an appeal is not the same thing as the sanction hearing. The findings have now been published, but City can challenge them before an Appeal Board. The Premier League says an Appeal Board has wide discretion and can allow or dismiss an appeal, or make another order it considers appropriate.
What Punishment Could Manchester City Face?
No punishment has been confirmed. The Premier League says the sanction will be dealt with separately at a further hearing before the independent Commission. That hearing will be private and confidential until publication of the outcome is permitted.
The league’s rules give an independent Commission broad discretion. The Premier League lists fines, points deductions and other sporting sanctions among the available options. Its general guidance also says serious rule breaches can, in extreme cases, lead to expulsion from the competition, although the Premier League notes that expulsion has never happened in its history.
That does not mean any one of those outcomes is about to happen. The size and form of the sanction, the timing of the decision and the effect of any appeal are all still unresolved. Headlines presenting a points deduction or relegation as a confirmed outcome are getting ahead of the published process.
What Changes for the 2026/27 Season Right Now?
For now, there is no publicly announced points deduction and no table adjustment arising from this case. Manchester City continue to play under the current league standings while the sanction and appeal stages remain unresolved.
That distinction matters in betting terms. StraightBet’s soccer betting guide covers outright, match and season markets, but this case adds an unusual off-field variable to long-term Premier League bets involving City.
If you are comparing local operators before placing those bets, use a licensed bookmaker and read the specific market rules. Our South African betting sites guide explains the local options we have reviewed and the features we check when comparing sportsbooks.
The key point is simple: a guilty finding does not automatically tell you how a season market will settle. The eventual sanction, when it takes effect, and the bookmaker’s own published settlement rules can all matter. There is no reason to invent an outcome before those pieces are known.
The Betting Read
The most important change for bettors is that one layer of uncertainty has disappeared while another remains. The Commission’s core findings are now public, so this is no longer a story about whether an adverse ruling exists. The open questions are the sanction, the appeal and the timing.
Those questions matter most in season-long markets. A points deduction would affect the table in a way a fine would not, while an appeal could delay or alter the final outcome. Until the league publishes the sanction, any attempt to price the exact sporting impact is still built on assumptions.
That makes short-term match betting a different conversation from long-term outrights. City’s on-field form, injuries and opponent still drive an individual fixture. The financial case becomes more relevant when a bet depends on City’s final league position, qualification place or title result.
The Story Has Changed, but It Is Not Over
The Premier League’s announcement is the clearest development in the Manchester City case since the charges were issued. An independent Commission has now found serious financial breaches proved, including arrangements that it says distorted the club’s reported revenue and costs by more than £900 million.
City reject those findings and are pursuing an appeal route, while the sanction will be decided separately. That means the next major update is no longer whether the Commission found against the club. It is what punishment follows, when it takes effect and whether an appeal changes the outcome.
