Manchester City’s 115 charges: reported ruling, but no final sanction
Reports say an independent panel upheld 114 of 115 alleged Premier League financial rule breaches against Manchester City. The league has not published a final decision or penalty, and the club maintains its denial as the process continues.

Manchester City’s long-running financial rules case has moved back into the headlines. Reports on Friday, 25 September, said an independent panel had found against the club on all but one of the allegations widely called the “115 charges”. Reuters said on Monday that a source familiar with the matter had confirmed that account. The findings themselves have not been released by the Premier League.
That gap matters. City says the process still has significant stages ahead and that its position remains the same as when the charges were brought in February 2023. There is no publicly announced penalty, no confirmed date for one and no change to the current league table arising from this case. The word “cheating” in online debate should not be mistaken for a finding of match-fixing or a completed disciplinary outcome.
What has been reported, and what City has said
The Athletic and The Times reported that the commission had reached decisions on the underlying allegations. Reuters subsequently cited a source who confirmed that the panel had found 114 of the 115 alleged breaches proved. Neither the panel’s reasoning nor a charge-by-charge decision is publicly available, so readers cannot independently assess which allegation was rejected or the detailed basis for the others.
The Premier League declined to comment on the confidential proceedings. It has not issued a public statement setting out findings or a sanction. The reported result is important news, but a reported panel finding is a different thing from a published final award with an effective penalty.
On Saturday, chairman Khaldoon Al Mubarak wrote to supporters that City remained confident it could prove its innocence. The club’s Friday statement said the process was ongoing and subject to strict confidentiality. City has not conceded the alleged breaches and is expected to challenge an adverse ruling, according to the reports; an appeal and its timetable have not been formally announced.
What this means for the Premier League now
City’s fixtures continue, and a reported finding does not itself deduct points from the standings. For South African readers following match and season markets, our soccer betting guide explains the difference between a single match result and an outright league bet. This case concerns club financial and cooperation rules; it is not an allegation that City players fixed a match or that a score should be changed.
Reuters’ latest account of the case says any appeal could prolong the matter, possibly beyond the current season. That is a possibility, not a timetable set by the league. City have opened the Premier League campaign with five wins and led the early table at the time of the report, but the legal process and results on the pitch remain separate until an enforceable sanction is announced.
What the original charges actually cover
The Premier League’s February 2023 charge notice referred a number of alleged rule breaches to an independent commission. The shorthand “115 charges” bundles several categories across different seasons. The allegations are about financial disclosures, remuneration, compliance with financial rules and cooperation with investigators, rather than one single accounting entry.
Financial information and payments
For the 2009/10 to 2017/18 seasons, the league alleged that City failed to provide accurate financial information giving a true and fair view of revenue, including sponsorship revenue, related parties and operating costs. Other allegations concern whether full details of manager and player remuneration appeared in the relevant contracts. There are also allegations relating to compliance with UEFA financial rules from 2013/14 to 2017/18 and Premier League profitability and sustainability rules from 2015/16 to 2017/18.
Cooperation with the investigation
A separate group of allegations concerns City’s duty to cooperate with the league’s investigation from December 2018 through the 2022/23 season, including providing documents and information. These are procedural allegations and do not mean the same thing as a finding on revenue or payment records. The unpublished panel reasoning would be needed to say precisely how it treated each category.
City’s original club statement disputed the allegations and said it welcomed independent review. Its chairman repeated that stance in his letter to supporters after the September reports. These statements are the club’s position, not a published explanation of the panel’s findings.
Why sanctions and appeals are still unresolved
An independent commission can impose a fine, a points deduction or another sporting sanction under Premier League procedures, depending on its findings and the applicable rules. The number of charges alone does not calculate a points deduction. Nor does it tell us whether any penalty would take effect this season, affect a past season, or be suspended during a challenge. Claims that City have already lost titles, points or their league place go beyond what has been publicly announced.
The league’s explanation of commissions and appeals says proceedings are private, final decisions are published and a party may challenge a commission decision through its rules. Reports expect City to appeal, but the public still needs the written decision, any sanction, the appeal status and the effective date before it can say what changes in the standings.
This case is also distinct from City’s separate challenge to the Premier League’s associated party transaction rules. The league and club settled that rules dispute in 2025. Treating it as the same proceeding risks turning two different legal arguments into one misleading headline.
What to watch for next
The next decisive public document should be a Premier League announcement of the commission’s final decision, with its reasons and any order. If an appeal follows, its scope and result will also matter. Until then, the reported 114 findings are the strongest account of the panel’s position, supported by Reuters’ source, while City continues to contest the case and no penalty is public. A fresh report about a possible punishment is still only a forecast unless it is tied to an official order.
The Betting Read
The news introduces uncertainty for long-range Premier League markets, especially the title and relegation outrights. It does not supply a sound reason on its own to back or oppose City in a specific fixture. Match prices should still be judged against team selection, form, the opponent and the terms of the market; legal headlines can move opinion faster than they change the football.
Our sports betting guide explains why odds are prices rather than promises. Anyone including a City outright in a multi should also consider the extra uncertainty of a long-dated selection; our accumulator betting guide explains how one unsettled leg affects a whole slip. In this case, the most useful discipline is to separate confirmed league action from predictions about what the commission might eventually impose.
